Upload the file, then browse to the file with Safari, then click the "right arrow in a box" icon at the bottom of the screen. From there, you have nine options for the file, one of which is "add to Home Screen". This functionality was enhanced in iOS 6, but I'm almost certain the ability to "add a webpage to the homescreen" existed in iOS 5. Of course the caveat is the file is not stored on your device: you have to load it as a webpage everytime you access it.
